The National Immigration Bureau will comprehensively promote the implementation of the new measure of "one-stop acceptance, parallel approval, and simultaneous issuance" of foreign personnel's work permits and work-type residence permits.

国家移民局将全面推进实施外籍人员工作许可证和工作类居留许可“一口受理、并联审批、同时发证”新举措

During the State Council’s regular policy briefing on March 20th, Jia Tongbin, the head of the Foreigners Management Department of the National Immigration Administration, announced that the administration is committed to providing efficient and convenient immigration management services, including policies, mechanisms, and procedures. They work in close collaboration with the human resources and social security departments and follow standardized management in accordance with the law. They strengthen information sharing, optimize processing procedures, integrate application materials, and comprehensively promote the implementation of a "one-stop acceptance, parallel approval, and simultaneous issuance of foreign personnel work permits and work-type residence permits" policy. This policy aims to streamline the approval process for foreigners who have applied for a work-type residence permit for more than one year in a row twice in China, as well as for foreigners who work in well-known enterprises and scientific research institutions. For management, professional and technical personnel, and members of scientific research and innovation teams, the exit and entry management department of the public security organ can apply for a residence permit within 5 years. Those who meet the relevant conditions can be approved to stay in China permanently. Additionally, foreign business managers and professional and technical personnel working in China are allowed to adjust their jobs across regions in their enterprises and institutions or to study for degrees and receive continuing education in domestic universities without having to re-apply for a residence permit.

3月20日，在国务院政策例行吹风会上，国家移民局外国人管理司负责人贾同斌介绍，国家移民管理局从政策、机制、手续等多方面积极提供高效便捷的移民管理服务，密切协同人力资源和社会保障部门，在依法规范管理的基础上，加强信息共享、优化办理流程、整合申请材料，全面推进实施外籍人员工作许可证和工作类居留许可“一口受理、并联审批、同时发证”，形成“一站式”审批机制，推动高效办成一件事，为在华任职已连续两次办理一年以上工作类居留许可的外籍人员，以及在知名企业、科研机构任职工作的外籍管理和专业技术人员、科研创新团队成员，公安机关出入境管理部门可为其办理5年以内的居留许可，符合相关条件的可批准在华永久居留。同时，准许在华任职工作的外籍经营管理和专业技术人员在所属的企事业单位跨区域调整工作岗位，或者在国内高校攻读学位、接受继续教育，免予重新办理居留许可手续。

The National Immigration Administration actively promotes "reducing certificates for convenience". When foreigners apply for residence documents for investment, entrepreneurship, work, and study in China, they are exempted from retaining their passports after on-site inspection by the exit and entry administration department of the public security organ. They can hold their passports at the agreed time and go to the issuing window to collect their residence permit, which will facilitate the applicant to handle relevant matters with his passport during this period. When accepting applications for foreign personnel's visa documents, if the individual's accommodation registration record, inviting (employing) company business license, and other information can be queried through inter-department information sharing, the relevant paper certification materials will be exempted from inspection.

国家移民管理局积极推进“减证便民”，外籍人员因在华投资创业、工作学习等事由申办居留证件时，经公安机关出入境管理部门现场查验后可免于留存护照，按约定时间持本人护照前往发证窗口领取居留证件，方便申请人在此期间持护照办理有关事务。在受理外籍人员签证证件申请时，通过部门间信息共享可查询到本人住宿登记记录、邀请(聘雇)企业营业执照等信息的，可免予查验相关纸质证明材料。

At the same time, we will continue to strengthen the application of informatization and continuously enrich the functions of the immigration management government service platform such as "handheld application" and "online application" to realize online appointment and application, online inquiry of application progress, and online inquiry of personal visa information, further improving the processing of visa documents for foreigners. 

同时，持续加强信息化应用，不断丰富移民管理政务服务平台“掌上办”“网上办”等功能，实现在线预约办证、在线查询办证进度、在线查询本人签证证件信息，进一步提升外籍人员办理签证证件便利化水平。
